How it settlesSettled by Polymarket, Kalshi

The market asks which party wins Florida's 16th Congressional District in the November 3, 2026 general election, under the district lines Florida enacted in 2026; the seat is open because Vern Buchanan did not qualify. Kalshi resolves its KXHOUSERACE-FL16-26 Republican contract Yes if the House member sworn in for FL-16 for the term beginning in 2027 is a member of the Republican Party, and its Democratic contract on the same test for the Democratic Party; it lists an expected settlement of January 4, 2027 and allows accelerated determination after a consensus of media organizations projects the winner. Polymarket resolves according to the party of the candidate who wins the FL-16 seat, as indicated by a consensus of credible reporting, and on the official results reported by the Federal Election Commission if there is ambiguity; party is the ballot-listed or otherwise identifiable affiliation when the 2026 House elections are conclusively called, or for a winner with neither major-party label the party that candidate most recently said they would caucus with. Each venue's own rules govern its contracts.

Florida's 16th District: Outside Money and the Map Outweigh a Close Poll in Buchanan's Open Seat

The Florida 16th District race 2026 is an open-seat contest between Sydney Gruters, the Republican nominee, and Kelly Kirschner, the Democratic nominee, and the market rests on the district's Republican lean and a lopsided outside-money advantage rather than on the two public polls, which show a single-digit race. Vern Buchanan, the Republican the Clerk of the House lists as the 16th's member, is not on the ballot. Voters choose his successor on November 3, 2026, with Mark Davis, who has no party affiliation, also qualified. The live board above carries Kalshi's and Polymarket's current prices.

Who Is Running in the Florida 16th District Race

The Division of Elections lists three candidates as Qualified for U.S. Representative in District 16: Gruters of the Republican Party of Florida, Kirschner of the Florida Democratic Party, and Davis, with no party affiliation. The same list records Buchanan's filing as Did Not Qualify, and Ballotpedia counts him among four Florida members who retired from public office this cycle. The Clerk's member data, published October 1, 2026, still shows Buchanan as the Republican member for the 16th, elected November 5, 2024.

Both nominees came through contested primaries on August 18, 2026. Gruters won the Republican primary with 46,185 votes, 63.6%, against Eddie Speir and Ed Pope, which means he enters November with his party's primary voters largely behind him. Kirschner won a five-way Democratic primary with 22,825 votes, 43.3%, ahead of Tamika Lyles, Jan Schneider, Jonathan Harris and Glenn Pearson. Schneider was the party's 2024 nominee, and the Clerk of the House's official statistics show her losing the old 16th to Buchanan that November by 247,516 votes to 168,625. In the profile he submitted to Ballotpedia, Kirschner describes himself as a former mayor of Sarasota and a Peace Corps volunteer. Ballotpedia's page carries no submitted profile for Gruters.

The seat is new as well as open. The Florida Senate records that the 2026 congressional plan passed in HB 1-D on April 29, 2026 and became law on May 4, 2026. On Ballotpedia's figures from The Downballot, Donald Trump won the 16th as now drawn 56.4% to 42.7% in 2024, and Cook rates the district R+6, the 183rd most Republican seat in the country, which puts it on the edge of the range where a strong year for the other party starts to matter.

Why the Florida 16th District Price Favors Gruters

What the price is saying is that an R+6 open seat with heavy outside spending on one side is a Republican hold more often than not. On October 23, 2026, Polymarket had the Republican Party at 80%, two points under Kalshi's 82%, and Polymarket also had the cheapest Democratic Yes at 20%, a point under Kalshi's 21%. That makes Gruters roughly a four-in-five favorite, about where the professional raters have him.

Those raters have all settled on the same word. In Ballotpedia's table for October 20, 2026, the Cook Political Report, Inside Elections, Sabato's Crystal Ball and Decision Desk all rate the race Likely Republican. Cook's move is the newest: it rated the seat Solid Republican through October 13 and Likely Republican in the October 20 table. Inside Elections made the same move earlier, by September 22.

The money behind Gruters is mostly not his own campaign's. Ballotpedia's satellite-spending table shows about $1.64M spent by outside groups in support of Gruters: about $1.04M from Conservatives for American Excellence, about $502K from Defend American Jobs and about $93K from the WFW Action Fund. Spending in support of Kirschner totals $10. That gap, more than the candidates' own accounts, is what separates this race from the closer Florida seats.

What the Florida 16th District Polls and Campaigns Show

The polling is where the race looks least like its price. Ballotpedia lists two public surveys. Public Policy Polling, in the field from October 1 to October 2, 2026, had Gruters at 43% and Kirschner at 39% among 530 registered voters, with 18% not sure and a margin of error of 4.3 points. SEA Research & Political Design, in late August and sponsored by Kirschner's campaign, had Kirschner at 40% and Gruters at 39% among 400 likely voters. Neither survey shows Gruters with the kind of lead a four-in-five price usually sits on, though the August survey was paid for by one side and the October one leaves nearly a fifth of voters undecided.

The campaigns themselves are close in cash. Federal Election Commission figures through October 14, 2026, as Ballotpedia tabulates them, show Gruters with $1.62M raised, $1.37M spent and $252K in cash, and Kirschner with $876K raised, $615K spent and $261K in cash. Davis had raised $67K and held under $2K. Kirschner, in other words, ends the reporting period with slightly more money in the bank than the Republican, even though the Republican has raised nearly twice as much.

Trading is thin next to the state's closer House boards. As of October 23, 2026, Kalshi had cleared about 19K contracts on the race, about 11K of them on the Republican side, and Polymarket had taken about $28K, of which about $17K was on the Democratic contract, which means Polymarket's dollars lean toward the side the price treats as the underdog.

The Case Against the Florida 16th District Read

The strongest case against the read is the polling. As of October 23, 2026, the only public surveys of the race put the two nominees within four points of each other, and the newer one, with no sponsor listed, has Gruters at 43%, well short of a majority with nearly a fifth of voters still undecided. A reader who holds that view would say the market is pricing the district's presidential vote, not the two people on the ballot, and that an open seat removes the incumbency that keeps many R+6 districts out of reach.

The ratings trend supports that reader too. Every move in Ballotpedia's history of this race has been toward Democrats: Sabato from Safe to Likely Republican by May 5, Inside Elections from Solid to Likely by September 22, Cook from Solid to Likely in the October 20 table. None has moved back.

The market's answer is that outside spending of more than $1.6M for one candidate and none of consequence for the other is a fact a four-point poll margin cannot erase, and that a district Trump carried by nearly fourteen points in 2024 does not usually elect a Democrat in an open race. That answer has the weight of the map. It does not yet have a poll behind it.

What Changes the Florida 16th District Read

The read is that the map and the outside money carry Gruters. It would be wrong if the late evidence shows the open seat behaving like a toss-up:

• A new public poll: a third survey showing Kirschner level or ahead would confirm the first two and cut against the price; a clear Gruters lead would support it.

• The ratings: a move by any of the four outlets from Likely to Lean Republican would mark the race as competitive, which the October 20, 2026 table did not.

• Democratic outside money: spending in support of Kirschner, which totaled $10 in Ballotpedia's table as of October 23, 2026.

• Early voting: the mandatory period runs October 24 to October 31, 2026, with optional days at each county's discretion.

• The count: polls are open 7 a.m. to 7 p.m. local time on November 3, 2026, mail ballots are due to the Supervisor of Elections by 7 p.m. that day, county official returns are due by noon on November 16, and the Elections Canvassing Commission certifies the official returns by 8 a.m. on November 17, 2026.

When the Florida 16th District Market Resolves

Kalshi lists the race as KXHOUSERACE-FL16-26 and settles each party's contract on whether the House member sworn in for FL-16 for the term beginning in 2027 belongs to that party, with an expected settlement of January 4, 2027; it may settle early once a consensus of media organizations projects the winner. Polymarket settles on the party of the candidate who wins the seat in the November 3, 2026 election, as shown by a consensus of credible reporting, and turns to the official results reported by the Federal Election Commission only if the outcome is ambiguous. A winner listed with neither major party, as Davis would be, is assigned to the party he most recently said he would caucus with.
